pkgdata requires icu-config to locate the pkgdata.inc file when building ICU message bundles with -m static. Removing it from the image caused the messages/Makefile to fail with: /usr/bin/pkgdata: icu-config: No icu-config found. required parameter is missing: -O is required for static and shared builds. Restore the COPY instruction so /usr/bin/icu-config is present inside the container.
icu-config dependency is removed from the build itself.
